Bio

Matt Horgan is a partner in the Pittsburgh office of Gordon & Rees and focuses his practice on the development and management of alternative risk transfer programs, including captive insurance companies and other self-insurance arrangements. In that connection, Mr. Horgan successfully has developed insurance programs, from concept to licensure, in a wide array of settings, both inside the United States and offshore. His experience and capabilities include evaluating the feasibility of a proposed program, selecting the appropriate vehicle, and assisting with formation and licensing. Mr. Horgan also serves as captive general counsel and provides ongoing corporate governance, regulatory and administrative support to his clients, including claims handling, legal defense, risk management and crisis management services. An expert in insurance and reinsurance transactions, Mr. Horgan frequently assists captive owners in relation to commercial placements, loss portfolio transfers and claims advocacy. As a member of the firm’s health care practice group, Mr. Horgan has particular expertise in self-insurance arrangements involving health care providers, but also consults and advises enterprises in the fields of transportation, construction, products manufacturing, agriculture and energy. Mr. Horgan’s diverse experience spans multiple disciplines, including general liability, professional liability, cyber, employment, construction, police liability, regulatory/corporate compliance and commercial liability risks. His client base includes closely held corporations, publically traded companies, large health systems, physicians and physician practice groups, home-health, long-term care and senior services providers, charitable entities and community organizations among others. Prior to joining Gordon & Rees, Mr. Horgan served as a shareholder and chair of the health law and captive insurance services groups of a Pittsburgh-based regional law firm.
